United Nations Council Backs the US Gaza Strip Initiative

The global body has supported proposals advanced by Donald Trump for establishing a long-term stability in Gaza, featuring the introduction of an global peacekeeping force and a potential avenue to a sovereign Palestinian state.

Unanimous Approval with Key Abstentions

The resolution was adopted by a count of 13-0, with China and Russia declining to cast votes. America's representative the American delegate told the council chamber that it set “a fresh direction in the region for both sides and all the residents of the region alike”.

Compromise Language on Palestinian Statehood

Addition of allusions to an independent Palestine was the price the United States offered for support from the Arab and Islamic world, who are likely to supply peacekeepers for the international stabilisation force (ISF).

“Provisional steps that we start today must be executed in adhering to international law and respecting Palestinian self-determination,” the UK chargé d’affaires stated.

Government Resistance Remains

However, on the brink of the resolution approval, leader Netanyahu reaffirmed his administration's adamant opposition to the formation of a independent Palestinian entity, creating uncertainty on whether Tel Aviv will allow the enactment of the Council-backed plan.

Central Components of the Proposal

  • Prompt removal of ongoing restrictions on assistance into the strip
  • Formation of an global security force
  • Progress on reconstruction and a possible “route to Palestinian sovereignty and statehood”

Ambiguous Phrasing and Stipulations

The inclusion to Palestinian statehood was a compromise addition to an initial US draft which did not mention it. Yet the phrasing is unclear and dependent, promising only that once the Palestinian leadership has implemented reforms and the reconstruction of the territory is under way, “the circumstances may eventually be in place for a feasible course to Palestinian independence and nationhood.”

International Response

The phrasing fell far short of the strong guarantee to the building of a independent Palestinian entity beside Israel sought by Muslim nations, as well as EU representatives, but in statements to the assembly after the vote, representatives from those countries said they were ready to support the compromise in the benefit of prolonging the ongoing cessation of hostilities and immediate measures to feed and protect the millions of Palestinian residents in the territory.

“Algeria has eventually decided to support of this text, a resolution that we approve its core objective, namely the continuation of the cessation of hostilities and the formation of situations enabling the Palestinian people to claim their immeasurable rights to self-determination and statehood,” Amar Bendjama announced.

Execution Hurdles

The proposal provides overall oversight authority to a “peace board” led by the US president, but of uncertain membership. The group has to update the international body but it is not obligated by the desires of the UN or by the Palestinian Authority.

Furthermore, it demands the creation of a specialized Palestinian group that is expected to manage day-to-day governance of the territory and the provision of utilities, but it is highly uncertain who would be involved.

Peacekeeping Unit Mission

The authority of the ISF authorizes it to remove and dissolve fighting factions in the strip, but it is quite ambiguous that would-be troop contributors would be willing to confront such factions. None of the states has to date agreed to dispatching troops.

Additionally the criteria for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.

European officials said they viewed it as pressing that the names of the expert panel to provide utilities was determined as quickly as possible.
